Of this number, 1.21 million were in states that plan to expand their Medicaid programs in 2014, whereas 0.77 million were in states not expanding eligibility levels. Eligibility determinations in non-expanding states are evidence of the “woodwork effect,” in which individuals who are currently eligible but not yet enrolled sign up for coverage due to increased outreach and awareness.
These eligibility determination numbers include the highest of the number of individuals determined eligible by state Medicaid agencies, determined eligible via exchange websites, or new media-released Medicaid enrollees since Oct. 1. Given that these estimates could include different groups of individuals, these numbers likely underreport total new enrollees.
