All Staff

April Todd

Senior Vice President


April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Kevin Dietz

Vice President


Kevin Dietz, Vice President, provides SAS programming support within our Data Analytics practice focusing on Medicare post-acute care payment and long-term care financing policy. He analyzes Medicare policy changes and health reform proposals in a variety of settings, including inpatient, skilled nursing facilities, hospice, and home health. He also models the financial impact of Medicare payment policies and health reform proposals, such as proposed out-of-pocket caps for prescription drugs in a new insurance benefit and proposed integrated care model for low-income seniors. 

Prior to joining Avalere, Kevin worked on the healthcare team at the Government Accountability Office (GAO). Prior to GAO, Kevin served as a programmer and consultant for statistical consulting, marketing, and economic research organizations.

Kevin has a BA in Economics and a BS in Accounting from the University of North Carolina at Greensboro.

Zach Drouin

Senior Manager


Zach Drouin, Senior Manager, advises internal clients on end-user computer programs, technologies, and applications. Zach also has special expertise in identifying and recommending new technologies and applications that will improve productivity and reduce costs.

Prior to joining Avalere, Zach served as an Assistant Event Planner at National Events Incorporated and Assistant to the Director at Jewish Family Services of Sacramento.

Zach has a BA in International Affairs with a concentration in Global Public Health from George Washington University.

Andrew Mosso



Andrew Mosso, Director, supports a range of Avalere clients by analyzing healthcare encounters, services and insurance claims. He applies his background in data analytics and healthcare research to develop solutions using large and complex databases. Andrew has nearly three decades of experience with SAS programming with emphasis on Medicare, Medicaid and commercial health insurance claims as well as hospital encounter, military health system and health care survey data.

Prior to joining Avalere, Andrew was a senior consultant at IMS Government Solutions, transitioning, implementing and supporting Department of Defense data products. Prior to that, as a senior analyst with Social and Scientific Systems, he produced complex clinical, economic and financial analyses in partnership with the Federal researchers, economists and physicians.

Andrew has a BFA from New York University and a Masters in Health Services Management from the New School for Social Research, New York, NY. He also is a SAS Certified Professional.
