April Todd

Senior Vice President


April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Helen Hale

Senior Manager


Helen Hale, Senior Manager, supports clients in the analysis of policy changes and health reform proposals by evaluating the budgetary and market impacts of those proposals. She applies her background working directly with CMS on payment and delivery reform initiatives to provide customized, data-driven analysis on proposed changes to federal policies across life science companies, health plans and providers.

Prior to joining Avalere, Helen was an Associate at Booz Allen Hamilton, serving on the CMS account team where she led projects and tasks related to the Federally Facilitated Marketplace, quality measures and payment and delivery reform.

Helen has an MBA from the Smith School of Business at the University of Maryland and a BA from Wheaton College. 

Richard Kane



Richard Kane, Director, provides data driven analyses and economic insights for clients across multiple sectors. He applies his background in payment and delivery system reform, microsimulation modeling, and economic forecasting to help clients understand new policies and respond to emerging trends. Richard brings to Avalere in-depth experience advising high-level policymakers on risk-based payment models in Medicare (including Accountable Care Organizations and bundled payments) and in building models that illuminate key concerns for policymakers on a wide range of health policy issues.

Prior to joining Avalere, Richard was a Senior Health Economist for the White House Office of Management and Budget, leading economic analyses and modeling across all areas of health policy. Prior to that, as a Senior Economist for the Bureau of Economic Analysis, U.S. Department of Commerce, he led research, developed methods and oversaw implementation of projects to improve macroeconomic measures.

Richard has an MIPP from Johns Hopkins University, an MA in Economics from The George Washington University and a BA from Washington College. He is a London School of Economics Hansard Scholar. 

Ed Drozd

Vice President


Ed Drozd, Vice President, is an expert in statistical methods, program evaluation, and quality measurement and benchmarking in our Data Analytics practice. He measures the effect of interventions and policy changes on healthcare utilization, quality, and financial performance tailored to fit any need, including public reporting, demonstrating value, and peer-reviewed publication. He also designs interventions in ways that can be measured in a straightforward manner.

Prior to joining Avalere, Ed was a Senior Health Economist with RTI International (and a predecessor firm, Health Economics Research, Inc.).

Ed has a BS in Mathematics from the Massachusetts Institute of Technology and a PhD in Economics from Harvard University.
