April Todd

April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Ken Ehresmann

Ehresmann

Ken Ehresmann, Vice President, uses his extensive actuarial background to provide data-driven analysis to support client business decisions and strategies. He focuses on actuarial impacts and considerations in order to quantify and deliver a deeper understanding of underlying risk. Ken has special expertise in commercial insurance across the individual, group and self-insured markets.

Before joining Avalere, Ken was an actuary with Wakely Consulting Group, performing health insurance market analysis and modeling, health insurance rate review and health exchange policy analysis. Prior to that, he was a Regional Vice President at Anthem, responsible for underwriting policy across individual and group business. Ken began his career as an actuary focused on pricing, reserving and forecasting for Florida Blue.

Ken has a BA in Mathematics and Statistics from Eastern New Mexico University, an MBA from Jacksonville University and is currently pursuing a Master of Public Health from Johns Hopkins University. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Ed Drozd

Drozd

Ed Drozd, Vice President, is an expert in statistical methods, program evaluation, and quality measurement and benchmarking in our Data Analytics practice. He measures the effect of interventions and policy changes on healthcare utilization, quality, and financial performance tailored to fit any need, including public reporting, demonstrating value, and peer-reviewed publication. He also designs interventions in ways that can be measured in a straightforward manner.

Prior to joining Avalere, Ed was a Senior Health Economist with RTI International (and a predecessor firm, Health Economics Research, Inc.).

Ed has a BS in Mathematics from the Massachusetts Institute of Technology and a PhD in Economics from Harvard University.

Kris Norris

Norris

Kris Norris, Vice President, provides SAS programming support for a growing data analytic portfolio, including DataFrame™, our proprietary database of Medicare Part D plan features. He performs analyses on Medicare policy changes and health reform proposals in a variety of settings, including inpatient, skilled nursing facility, hospice, and home health. He also models the financial impact of Medicare payment policies and health reform proposals, and analyzes prescription data in support of drug adherence studies.

Prior to joining Avalere, Kris was a SAS programming team manager at Lockheed Martin Federal Healthcare. Kris previously worked as an independent consultant for healthcare and research organizations, as well as companies in the mortgage and commercial banking industries, and for the federal government.

Kris has 20 years of experience with SAS and other software packages. Kris was trained as a programmer while serving in the Marine Corps, and has had further professional training throughout his career, including more than a dozen courses with the SAS Institute. He is SAS-certified.
