April Todd

Senior Vice President


April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Cobbie Behrend

Vice President


Cobbie Behrend, Vice President, partners with teams across the firm on the development of existing and new software products and services. He applies his background in healthcare, consulting, and software development to ensure the best value for Avalere and its clients. Cobbie uses his special expertise in agile software development methodologies to align product development with the firm’s corporate strategies and goals. 

Prior to joining Avalere, Cobbie was a Solutions Architect at Connecture where he implemented applications for health plan selection and enrollment for health insurers and exchanges, including the Minnesota and DC exchanges.  Prior to that, he led development of software applications and test automation at Wells Fargo and was a partner at the consulting firm Corporate Technology Solutions.

Cobbie has a BS in Mathematics from Marquette University, an Associates of Arts and Sciences from University of Wisconsin and an Associates of Applied Science from Community College of the Air Force.

Carlyn Van Dyke

Senior Associate

Van Dyke

Carlyn Van Dyke, Senior Associate, contributes to strategy and development for Avalere’s technology products. She applies her background in healthcare, business analysis, and performance improvement to aid in project management and innovation for the product team.

Prior to joining Avalere, Carlyn worked independently providing consultation services to nonprofit clients, including strategy and marketing initiatives. Before that, she was a Program Coordinator at the American Society of Clinical Oncology where she worked on the Quality Oncology Practice Initiative and the QOPI® Certification Program, quality measurement and accreditation programs for outpatient oncology practices.

Carlyn has a BS in Community Health from the University of Maryland, College Park. She is a Certified Professional in Healthcare Quality and a Certified Scrum Product Owner.

Teresa Green



Teresa Green, Manager, supports clients through the application of quantitative and qualitative analysis to policy and market changes to determine the impact to business and federal budgets.  She applies her background in econometric modeling and healthcare policy to help clients leverage diverse data sets. Teresa has special expertise in analyzing large administrative claims data sets to answer a variety of questions related to healthcare quality, utilization patterns, costs, and outcomes.  

Prior to joining Avalere, Teresa was an Analyst for the Centers for Disease Control and Prevention, conducting analysis of administrative claims data to determine the impact of state autism laws on service use and health outcomes.  She also worked in the Office of Quality at Emory Healthcare.   

Teresa has a Master of Science in Public Health in Health Services Research from the Rollins School of Public Health at Emory University. She also graduated Phi Beta Kappa from Emory University with a BA in International Relations.
