April Todd

April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Will Kim

Will
Kim

Will Kim, Director, provides data-driven analysis and quantitative modeling primarily for FORTUNE 500 pharmaceutical and medical device companies and hospitals, with a specific focus on healthcare financing and delivery issues.

Prior to joining Avalere, Will was a Manager of Strategic Planning at University of Pittsburgh Medical Center where he oversaw a team that leveraged data analytics to conduct studies to address business and policy issues facing the hospital system.

Will has a MS in Public Policy and Management with a Distinction Award from Carnegie Mellon University in Pittsburgh, and a BA in Public Management and a MPA from Yonsei University in South Korea.

Helen Hale

Hale

Helen Hale, Senior Manager, supports clients in the analysis of policy changes and health reform proposals by evaluating the budgetary and market impacts of those proposals. She applies her background working directly with CMS on payment and delivery reform initiatives to provide customized, data-driven analysis on proposed changes to federal policies across life science companies, health plans and providers.

Prior to joining Avalere, Helen was an Associate at Booz Allen Hamilton, serving on the CMS account team where she led projects and tasks related to the Federally Facilitated Marketplace, quality measures and payment and delivery reform.

Helen has an MBA from the Smith School of Business at the University of Maryland and a BA from Wheaton College. 

Cobbie Behrend

Behrend

Cobbie Behrend, Vice President, partners with teams across the firm on the development of existing and new software products and services. He applies his background in healthcare, consulting, and software development to ensure the best value for Avalere and its clients. Cobbie uses his special expertise in agile software development methodologies to align product development with the firm’s corporate strategies and goals. 

Prior to joining Avalere, Cobbie was a Solutions Architect at Connecture where he implemented applications for health plan selection and enrollment for health insurers and exchanges, including the Minnesota and DC exchanges.  Prior to that, he led development of software applications and test automation at Wells Fargo and was a partner at the consulting firm Corporate Technology Solutions.

Cobbie has a BS in Mathematics from Marquette University, an Associates of Arts and Sciences from University of Wisconsin and an Associates of Applied Science from Community College of the Air Force.
