April Todd

Senior Vice President

April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Cobbie Behrend, Vice President, partners with teams across the firm on the development of existing and new software products and services. He applies his background in healthcare, consulting, and software development to ensure the best value for Avalere and its clients. Cobbie uses his special expertise in agile software development methodologies to align product development with the firm’s corporate strategies and goals. 

Prior to joining Avalere, Cobbie was a Solutions Architect at Connecture where he implemented applications for health plan selection and enrollment for health insurers and exchanges, including the Minnesota and DC exchanges.  Prior to that, he led development of software applications and test automation at Wells Fargo and was a partner at the consulting firm Corporate Technology Solutions.

Cobbie has a BS in Mathematics from Marquette University, an Associates of Arts and Sciences from University of Wisconsin and an Associates of Applied Science from Community College of the Air Force.

Ed Charlesworth

Ed Charlesworth, Senior Manager, uses his quantitative modeling skills to provide customers with data driven solutions. He uses his experience with physician, ancillary, and hospital commercial claims to support the creation of affordability initiatives, pricing and benchmarking tools, business-case benefit modeling, and cost trend modeling. 

Prior to joining Avalere, Ed spent seven years with United Healthcare, most recently as Manager of Healthcare Economics. His work involved forecasting and valuing affordability initiatives, forecasting and interpreting cost trends, and conducting competitive market analysis within national and regional provider networks. Ed has experience with both commercial and Tricare related claims and enrollment. Prior to UHC, Ed supported the Jefferson Health System as a Financial Analyst.

Ed has a B.A. in History from Gettysburg College and an MBA with a concentration in Accounting from Saint Joseph’s University.

Andrew Loewer

Andrew
Loewer

Andrew Loewer, Manager, provides data-driven analysis and quantitative modeling of the impact of various legislative actions and policy changes on the healthcare industry, with a specific focus on the financing and delivery of healthcare. Andrew applies his expertise as a credentialed actuary to help evaluate the financial implications of future events and quantify risk factors.

Prior to joining Avalere, Andrew was a Senior Analyst at Towers Watson, using data and financial probability models to help Fortune 500 clients with their retirement and healthcare programs.  By the end of his time there, he was a subject matter expert for valuation modeling challenges across the company’s over 50 North American offices.

Andrew has a B.A. in Economics from Cornell University.  He is a Fellow of the Society of Actuaries.
