April Todd

Senior Vice President


April Todd, Senior Vice President, leads our Data Analytics Practice, which provides creative data driven insights to inform strategic solutions for complex business challenges and policy issues. 

Prior to joining Avalere, April established MNsure, Minnesota’s health insurance exchange, and served as its Executive Director.  Prior to that, as Minnesota’s State Health Economist, she led a team of researchers and analysts tasked with monitoring, analyzing and advising on health policy issues related to cost, quality and access. April also served as the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group and as the Director of Competitive Intelligence for United Healthcare.

April holds a MA in Public Health from the University of Minnesota and a BA from Beloit College.

Ken Ehresmann

Vice President


Ken Ehresmann, Vice President, uses his extensive actuarial background to provide data-driven analysis to support client business decisions and strategies. He focuses on actuarial impacts and considerations in order to quantify and deliver a deeper understanding of underlying risk. Ken has special expertise in commercial insurance across the individual, group and self-insured markets.

Before joining Avalere, Ken was an actuary with Wakely Consulting Group, performing health insurance market analysis and modeling, health insurance rate review and health exchange policy analysis. Prior to that, he was a Regional Vice President at Anthem, responsible for underwriting policy across individual and group business. Ken began his career as an actuary focused on pricing, reserving and forecasting for Florida Blue.

Ken has a BA in Mathematics and Statistics from Eastern New Mexico University, an MBA from Jacksonville University and is currently pursuing a Master of Public Health from Johns Hopkins University. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Andrew Loewer



Andrew Loewer, Manager, provides data-driven analysis and quantitative modeling of the impact of various legislative actions and policy changes on the healthcare industry, with a specific focus on the financing and delivery of healthcare. Andrew applies his expertise as a credentialed actuary to help evaluate the financial implications of future events and quantify risk factors.

Prior to joining Avalere, Andrew was a Senior Analyst at Towers Watson, using data and financial probability models to help Fortune 500 clients with their retirement and healthcare programs.  By the end of his time there, he was a subject matter expert for valuation modeling challenges across the company’s over 50 North American offices.

Andrew has a B.A. in Economics from Cornell University.  He is a Fellow of the Society of Actuaries.

Richard Kane



Richard Kane, Director, provides data driven analyses and economic insights for clients across multiple sectors. He applies his background in payment and delivery system reform, microsimulation modeling, and economic forecasting to help clients understand new policies and respond to emerging trends. Richard brings to Avalere in-depth experience advising high-level policymakers on risk-based payment models in Medicare (including Accountable Care Organizations and bundled payments) and in building models that illuminate key concerns for policymakers on a wide range of health policy issues.

Prior to joining Avalere, Richard was a Senior Health Economist for the White House Office of Management and Budget, leading economic analyses and modeling across all areas of health policy. Prior to that, as a Senior Economist for the Bureau of Economic Analysis, U.S. Department of Commerce, he led research, developed methods and oversaw implementation of projects to improve macroeconomic measures.

Richard has an MIPP from Johns Hopkins University, an MA in Economics from The George Washington University and a BA from Washington College. He is a London School of Economics Hansard Scholar.
