Josh Seidman

Senior Vice President


Josh Seidman, Senior Vice President, advises clients on health delivery and payment innovation with a focus on using information technology to guide value-based care models. He applies his background in quality, health IT and patient engagement to accountable care, delivery system transformation and new payment models.

Prior to joining Avalere, Josh was a Managing Director at Evolent Health, where he supported large delivery system clients in quality measurement and performance improvement around clinical transformation, patient engagement and population health management programs. Prior to that, Josh was a Director of Meaningful Use at the Department of Health and Human Services in the Office of the National Coordinator for Health Information Technology, and before that, the founding President of the Center for Information Therapy and Director of Measure Development at NCQA.

Josh holds a PhD and an MHS, Health Policy and Management from Johns Hopkins Bloomberg School of Public Health and a BA from Brown University. Josh currently serves as Immediate Past President of the Society for Participatory Medicine, and was a William B. Ziff Fellow for patient engagement with the Center for Advancing Health.

Domitilla Masi



Domitilla Masi, Manager, supports the research and analysis efforts of Avalere’s Center for Payment and Delivery Innovation. In this role, she assists health care stakeholders in adapting their business models and practices to achieve better health outcomes at lower costs. She has special expertise in health care delivery system reforms and new and emerging alternative payment models. 


Prior to joining Avalere, Domitilla was a Research Assistant at the Brookings Institution’s Center for Health Policy, leading qualitative and quantitative research on alternative payment and delivery models; health IT; and the Affordable Care Act implementation. Prior to that, as a Fellow at Capital Caring, she contributed to research on long-term and end-of-life care services, workforce and policy.

Domitilla has an MS in Health, Population and Society from the London School of Economics and Political Sciences and a BS in Anthropology from University College London.

Alex Goolsby

Vice President


Alex Goolsby, Vice President, develops payment and care delivery strategies for clients across the healthcare system through Avalere’s Center for Payment and Delivery Innovation™. He supports clients in assessing the impact of healthcare policy and market forces on business strategy and operations. He also helps clients engage patients and providers through medication adherence strategies and service design.

Prior to joining Avalere, Alex held management and strategy leadership roles at Kaiser Permanente and other consulting firms. In those roles, he assessed strategic, operational, and financial opportunities and developed and implemented novel solutions for payers and providers.  

Alex has an MBA from Duke University, an MSPH from the University of North Carolina at Chapel Hill, and a BA from Colgate University. 

Sonia Zhang

Senior Associate


Sonia Zhang, Senior Associate, provides analytic and strategic support to clients in the provider sector. She prepares market analyses for acute and post-acute care providers to identify and pursue opportunities in the evolving healthcare industry. Sonia’s expertise encompasses payment and delivery reform models, quality and safety improvement, and transitions of care.

Prior to joining Avalere, Sonia was an Administrative Fellow at the Health Research & Educational Trust of the American Hospital Association, where she co-authored a guidebook on healthcare quality improvement. She also authored case studies and co-authored issue briefs on various healthcare topics. At the University of Michigan, Sonia conducted qualitative research and analyzed perceptions of public health risks. 

Sonia has an MPH in Health Management and Policy and a BS in Brain, Behavior, and Cognitive Science from the University of Michigan.
