Josh Seidman

Senior Vice President


Josh Seidman, Senior Vice President, advises clients on health delivery and payment innovation with a focus on using information technology to guide value-based care models. He applies his background in quality, health IT and patient engagement to accountable care, delivery system transformation and new payment models.

Prior to joining Avalere, Josh was a Managing Director at Evolent Health, where he supported large delivery system clients in quality measurement and performance improvement around clinical transformation, patient engagement and population health management programs. Prior to that, Josh was a Director of Meaningful Use at the Department of Health and Human Services in the Office of the National Coordinator for Health Information Technology, and before that, the founding President of the Center for Information Therapy and Director of Measure Development at NCQA.

Josh holds a PhD and an MHS, Health Policy and Management from Johns Hopkins Bloomberg School of Public Health and a BA from Brown University. Josh currently serves as Immediate Past President of the Society for Participatory Medicine, and was a William B. Ziff Fellow for patient engagement with the Center for Advancing Health.

Fred Bentley

Vice President


Fred Bentley, Vice President, advises clients on health delivery and payment innovation, providing analytic and strategic insight on issues related to the delivery of care. As an expert in fields ranging from payer strategy to hospital-physician alignment and post-acute care, he has worked with providers – including integrated delivery networks, academic medical centers, post-acute providers, and long-term care organizations – as well as national and regional health plans. Over the past five years, his work has focused on supporting health systems engaged in Medicare and Medicaid payment and delivery system transformation initiatives. 

Prior to joining Avalere, Fred was a Principal in the Accountable Care Solutions practice at The Chartis Group. In this role, he worked with leading hospitals and health systems in developing strategic roadmaps to guide their clinical innovation, population health, and cross-continuum integration initiatives. He also served as a Managing Director with The Advisory Board Company, managing a team of consultants and analysts who supported provider organizations ranging from physician groups and health systems to post-acute care providers.

Fred holds Master’s degrees in Public Policy and Public Health from the University of California, Berkeley, and a BA in Political Science from Haverford College.

Domitilla Masi



Domitilla Masi, Manager, supports the research and analysis efforts of Avalere’s Center for Payment and Delivery Innovation. In this role, she assists health care stakeholders in adapting their business models and practices to achieve better health outcomes at lower costs. She has special expertise in health care delivery system reforms and new and emerging alternative payment models. 


Prior to joining Avalere, Domitilla was a Research Assistant at the Brookings Institution’s Center for Health Policy, leading qualitative and quantitative research on alternative payment and delivery models; health IT; and the Affordable Care Act implementation. Prior to that, as a Fellow at Capital Caring, she contributed to research on long-term and end-of-life care services, workforce and policy.

Domitilla has an MS in Health, Population and Society from the London School of Economics and Political Sciences and a BS in Anthropology from University College London.

Stephen Scott



Stephen Scott, Manager, provides analytic and strategic guidance positioning clients to transform value propositions and optimize delivery systems under new payment models. He has particular expertise in bundled payments and post-acute care strategy. He advises provider clients participating in CMS’ BPCI and CJR bundled payment programs and has experience designing analytics tools for providers bearing risk under alternative payment models. 

Prior to joining Avalere, Stephen served as a Research Assistant at the University of North Carolina’s Gillings School of Public Health and as an Administrative Intern for Brigham and Women’s Faulkner Hospital. 

Stephen holds a BA in Economics from the University of North Carolina at Chapel Hill.
