Senior Associate / Consultant I, Policy

Avalere Health is seeking a Senior Associate or Consultant I with health insurance and health reform experience or expertise to support its Policy practice.

This individual will support the practice on a range of issues including:

  • Health coverage reform policies and regulations across markets (i.e., individual and small/large group markets, health insurance exchanges, Medicaid, and Medicare Advantage)
  • Innovative networking and access arrangements (e.g., transportation benefits, telehealth, remote monitoring, telephone nurse triage, employer on-site health clinics)
  • Enrollment and coverage trends in alternative health coverage and payment programs (e.g., short-term limited duration insurance (STLDI), association health plans, direct primary care, and tax-advantaged payment accounts (HRAs, HSAs)

We rely on deep subject matter expertise and understanding of the business issues facing our clients to assess how this changing policy landscape impacts the pharmaceutical industry, managed care plans, providers, and consumers. We provide analytic support and advisory services, including legislative strategy, regulatory analysis, and quantitative modeling of proposed and enacted policies to a wide range of clients across the healthcare industry.


  • Serving as a key team member on health insurance policy-related issues faced by insurers, benefit consultants, pharmacy benefit managers, pharmaceutical companies and other stakeholders
  • Conducting qualitative and quantitative research on a diverse array of healthcare issues (e.g., key informant interviews, white and grey literature searches)
  • Working independently and in cross-functional teams to contribute to the development and delivery of projects to clients
  • Drafting written summaries, white papers, and PowerPoint presentations to provide strategic recommendations to clients
  • Translating and communicating policy implications on clients’ business and operational priorities
  • Using content expertise, solid proofreading, and layout skills to build client deliverables
  • Acting with oversight to apply knowledge of research tools and analytical approaches to develop content
  • Assisting in stewarding of project-based accounts
  • Drafting scopes of work and using subject matter expertise to collaborate and bridge work across practices

Skills, Experience, and Other Job-Related Requirements

Education Requirements

  • An undergraduate or graduate degree in public policy, public health, public administration, business, statistics, economics, mathematics, law, or other related fields

Skill Requirements

  • Excellent written and oral communication skills
  • Sound analytic, problem solving, and quantitative skills
  • Strong customer service in the form of good work product and project-task management experience
  • Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
  • Demonstrated presentation and public speaking skills

Experience Requirements

  • 1–3 years of prior, relevant full-time work experience, which preferably includes employment with a health plan, health insurance brokerage or benefit consultant, business organizations, or trade group focused on individual or group coverage
