Nicole Tapay

Nicole Tapay advises clients on commercial insurance, Medicaid, and Medicare related topics with a particular focus on the evolving regulatory landscape at the state and federal levels, including healthcare coverage reform.

Prior to joining Avalere, Nicole was Director, Global Public Policy for Eli Lilly and Company where she provided strategic analysis and developed policy positions relating to federal healthcare policy, including Medicare, Medicaid, and the Affordable Care Act. Previously, she held a number of senior health policy and government affairs roles, including positions with the National Coalition for Cancer Survivorship, Medco Health Solutions, the Office of US Senator Ron Wyden, Georgetown University, and the National Association of Insurance Commissioners. She also worked in international health policy at the Organization for Economic Cooperation and Development and the World Bank.

Nicole has a JD from Georgetown University Law Center and an AB from Princeton University.

A proposed rule released by the Treasury Department, Department of Labor, and Department of Health and Human Services would expand the allowed uses of employer-sponsored Health Reimbursement Arrangements (HRA). Comments on the rule can be submitted until December 28, 2018.

On June 19, the Department of Labor (DOL) released its final rule on Association Health Plans (AHP).
