Survey: Health Policy Experts Expect BBBA Passage Before Midterms

Avalere Policy Edge survey of bipartisan Congressional and health policy experts suggests the Build Back Better Act (BBBA) will likely pass in 2022.A recent Avalere Policy Edge™ survey of former Congressional and administration officials indicates that 84% of respondents believe Congress will pass a version of the BBBA at some point in 2022.
Findings show that 63% of respondents believe the bill will pass between August and the November 8 midterm elections and 32% of respondents expect passage by the end of July. A minority of respondents (5%) predicted that the BBBA will pass during the “lame duck” session of Congress after the midterm elections but before the 117th Congress ends in January 2023.
These insights and more were obtained from a blinded survey of healthcare policy experts who previously served in senior positions in Congress or prior administrations. Respondents average 10 years of government experience, having worked in relevant executive branch agencies and on committees of jurisdiction, as well as in leadership offices in Congress and with members who are healthcare thought leaders and decision makers. They hold collective expertise in key health policy areas including the Food & Drug Administration approval process, Medicare Part D, Medicare physician payment, the Affordable Care Act, Medicaid, and Part B covered drugs.
