Avalere and FasterCures, a center of the Milken Institute, launched the Patient-Perspective Value Framework (PPVF) Initiative in 2016 in response to a gap in the market for a value framework that truly incorporates patient considerations on value.

Phase I of PPVF produced the PPVF Version 1.0 (final version will be released in May 2017; draft available here), a comprehensive set of domains, criteria, measures and a broad methodology for assessing value driven by patient preferences. Avalere and FasterCures built this framework with guidance from a 23-member, multi-stakeholder Steering Committee comprising patient groups, life sciences companies, payers, researchers, and others, including the Patient-Centered Outcomes Research Institute (PCORI). Various representatives from the Centers for Medicare and Medicaid Services (CMS) have also been actively engaged in the framework’s development. In addition to a public comment period that generated 100 submissions, 60% of which came from patients and patient advocates, Avalere also tested these concepts for their comprehensiveness through considerable research with patients and caregivers. Phase 2 will focus on real-world applications of the PPVF and will test, refine and validate the framework. In year two, the PPVF Steering Committee will, therefore, focus on various activities, such as collaborating with other value framework developers to integrate the PPVF’s concepts to existing frameworks, continuing to evolve the PPVF’s scoring method, and revising the PPVF based on separately funded pilots/projects.
