Connie Jorstad supports clients on state and federal public health programs and policy with a focus on infectious diseases and public health preparedness.
Prior to joining Avalere, Connie worked across federal and state agencies, provider and patient advocacy organizations, and other stakeholder groups to address access to HIV prevention, care, and treatment services. In roles with the Health Resources and Services Administration, HIV/AIDS Bureau, she developed strategies and tools to communicate federal policy to Ryan White grantees and national stakeholders. Her experience includes policy roles within the Association of State and Territorial Health Officials and the National Alliance of State and Territorial AIDS Directors and providing evaluation support for an industry-sponsored grants program to increase HIV screening in the US. Connie brings experience in administration and implementation of federal and state HIV, STI, hepatitis, pandemic preparedness, and emerging infectious diseases programs.
Connie has an MPP with a focus on health policy from American University, an MA in political science from Ball State University, and a BA in political science from Minnesota State University, Mankato.
